After his own body camera captured him acting inappropriately toward a teacher in a classroom, a Tennessee police officer assigned to teach drug prevention to kids was let go.
After bodycam film showed that Brian Gilley, a former member of the Lebanon Police Department, had an intimate moment with Shelby Moss, a teacher at Castle Heights Elementary School, while on duty and on school grounds, Gilley was fired. Shortly after a youngster left the classroom in August 2024, the incident occurred. The footage, which WZTV obtained, did not reveal the child’s identity.
Gilley worked as a D.A.R.E. (Drug Abuse Resistance Education) officer at the school. A second incident involving Gilley and Moss allegedly happened in September during school hours, according to the Lebanon Police Department. The agency acknowledged that there was sexual activity on school property, even though there is no footage of the incident.
During an internal investigation, Gilley first denied any wrongdoing, stating that he had no physical contact while on duty. Later on, though, he acknowledged the relationship and resigned almost immediately.
Gilley apologized before a decertification hearing in April 2025. “I acknowledge my mistakes, but I have had a significant impact on that community,” he remarked. It was an error that will never be made again. Additionally, he expressed how ashamed he was of what he had done.
Gilley was essentially prohibited from working in law enforcement throughout the state of Tennessee when the Tennessee Peace Officer Standards and Training Commission voted in May 2025 to decertify him.
Mike Justice, the chief of police in Lebanon, issued a statement stating that although Gilley’s actions were against departmental standards, they were not criminal in nature. According to Justice, the behavior did not involve children, did not happen in front of children, and did not happen during class teaching. Gilley’s conduct, however, fell well short of what the community deserves and expects, and we hold our officers to the highest standards.
After the Lebanon Special School District conducted an internal inquiry, Shelby Moss—who was allegedly married at the time—was suspended for two days. In May 2025, she subsequently resigned.
According to the school system, it was promptly informed of the inappropriate relationship in December 2024. According to our standards and procedures, the District promptly carried out a comprehensive investigation and implemented the necessary disciplinary measures, a spokeswoman told Fox Nashville.
